Maine considering adoption of RGGI supply-curbing mechanism

Maine is holding internal discussions about whether the state should reverse its opposition to the northeast US RGGI market's supply-curbing Emissions Containment Reserve (ECR), after Democrats won the state's gubernatorial election in November.
