UPDATE – Draft amendments to California’s cap-and-trade programme introduce emissions containment reserve, extension to 2045

Proposed legislative amendments circulating amongst California carbon market participants Monday suggested the establishment of an Emissions Containment Reserve (ECR) within the programme, as well as reauthorisation of the system and the expanded use of offsets for compliance, leading to an uptick in allowances prices a day before the Q3 auction.
