Opinion lawmaker says EU’s 2040 climate goal must be met domestically

The European Parliament lawmaker appointed to write an opinion report on the EU’s proposed 2040 climate target published his first draft on Thursday, saying the EU must meet its climate goals domestically, without using international carbon credits.
