ETS2 faces test in Eastern EU countries as Brussels releases ‘toolbox’ to ease implementation

The European Commission on Monday unveiled a “toolbox” to help EU member states implement the bloc’s upcoming Emissions Trading System for road transport and heating fuels (ETS2), amid warnings from environmental groups that the new carbon market could worsen energy poverty in Central Europe unless governments make better use of available EU funds.
