Washington announces May reserve volume sale following Q1 carbon auction

Washington's Department of Ecology (ECY) on Friday published a notice for a Allowance Price Containment Reserve (APCR) sale in May following last week's Q1 carbon auction, while also dismissing in a technical analysis the notion of a facility-specific emissions cap under its programme.
