The European Commission’s headline pledge to buy 250 million tonnes of permanent domestic carbon removals under the EU ETS is “a promise” rather than a hard guarantee, with a review in 2034 set to examine whether the target – and the money behind it – needs to be adjusted, a senior EU official has said.
