California ARB maintains Sep. 1 target effective date following resubmission of Cap-and-Invest updates

California’s Office of Administrative Law (OAL) is aiming to complete its review of planned Cap-and-Invest updates by Sep. 1 after a procedural matter led regulator ARB to resubmit the rules while maintaining the same target effective date, officials told Carbon Pulse on Friday.
