EU ministers divided over ETS ambition, as free allowances and ETS2 expose fractures

The EU’s 27 environment ministers backed the Emissions Trading System (ETS) as a tool for decarbonisation and competitiveness at a meeting on Monday, but remained divided over the pace of emissions cuts, support for industry, and whether to reopen the separate ETS2 scheme.
